Considering you can access your character profile on the eve website and see what skills are currently in training/how long you have left to train them. Is it not possible for ccp to introduce a feature to the website whereby you can switch/assign skill training without the need to download the eve client?
This would be particularly useful for those of us who are away from the game for an extended period and where downloading the client would be unfeasible (holidays etc) but would still allow us to progress our characters whilst not playing the game. This would also be useful to those of us who have to earn a living to fuel our habit as we could access our character from work just to move the skill learning along a bit more efficiently.
...Just an idea like... Sorry if it's been mentioned already...

it will never be done, easy to exploit by isk farmers, by the ones that grow characters to sell them after on ebay and so on, it was put up so many times and again it will never happen

I ask for it again : CCP please make a sticky explaining why offline skill switching isn't gonna happen. There's so many threads about this each week we could start betting on how often someone will pop the question.

It doesn't help people like me. I have just moved house and found out that BT have the only services for phone lines. No NTL or Telewest or any other provider has lines here. BT exploit this and take their time to make good the lines when they often go wrong. I have a great phone line but my ADSL sucks and frequently goes below 20K/sec on a 2mb connection for days or more until BT decide it is actually the line and not my PC. 20k is just too slow to even consider logging in, I spent over an hour on the login screen waiting to see if it would just get me into the station to start a new skill off one night. It's not something that I can plan for and start a skill that takes a long time.
A web based method would mean that I could do it without too many problems. Even if it was a minimal version of the Eve client that only allowed you to operate in the station and not be able to undock, chat or see market/corp/wallet details or info's etc that take a lot to load up.
This client can pass info back to the server and send up a flag if it's used too often. The user would then have to justify it or the minimal client is banned from use with their login. 3 weeks is the longest I've had to wait for BT to come out and fix the lines. Eg: If I were to use it for more than a month without a 2 month interval of not using it, I'd never be able to use it again with my login.
If I could access the internet from a mobile phone, I wouldn't have a problem, even they are faster than 20K/sec. It's just figuring out how to connect my phone to my PC to use it as a modem. However, it would probably be cheaper to stand at my window and throw my wages out of it.

To be honest you could quite easily program a macro to change skills and even factor in DT. This could be used to repeatedly replicate the same skills on trial accounts for setting up a new macro account. Jus seems like they're a bit too quick to refuse the users something that would make the game a lot easier and even keep some of the user base that would otherwise leave.

Are you seriously whining about your connection only going 20 KB/s?
EVE at most uses 1 kilobyte a second of bandwidth except when loading environments. It'll run just fine on 56K, though fleet battles will lag.
