Titan and Outpost Construction are both rank 16 skills. So both of them to level 5 would be the longest.

Titans/Outpost Construction to level 5 would be 2 million skill points, meaning it would probably take you about 2 months to train.

Wrong, 2 million SP is a rank 8 skill, these are rank 16 so 4,096,000 SP at level 5.

afaik Titans has a training time multiplier of 16x There is one unreleased skill though that has a TTM of 42x.

Proficiency at placing remote buy orders on the market. Level 1 allows for the placement of orders within the same solar system, Level 2 extends that range to systems within 5 jumps, and each subsequent level then doubles it. Level 5 allows for placement of remote buy orders anywhere within current region.
That's a rank 3 skill, it takes roughly 15 days from 4 to 5. There's definitively some skills that take longer than that ...

But in order to be omnipotent, wouldn't you have to first be omnipotent... so how would you train omnipotent...

well a Q can make people into one so you need someone with the skill to give you the skill. but then you wouldnt need the skillbook anymore.......
