Last I knew, you can assemble any ship you want, even if you lack the skills for it. You can't actually pilot it (as in "Make it Active") if you lack the skills.
If you are indeed having problems assembling the ship. you might have some other problem. Try logging out and logging back in. Also try trading the ship to a friend//trusted player if one is convenient and see if he/she can assemble it. If nothing else, you'll have to petition the GM's as you may have gotten a bugged ship.
But then it's been so long since I've assembled a ship that I couldn't fly that my info could be mistaken.

What kind of ship?
What skills do you think you need? 
By assemble, do you mean build?
Your original post makes no sense to me, because you need no skills to "assemble" a ship.

I have assembled several ships that I do not have the skills to fly. (Faction crusiers and ships for Corp mates). You don't have to be able to fly it to assemble it. You might try buying a shuttle, assemble it then try assembling your ship again.

by assemble, do you mena rt-clicking a newly purchased ship and clicking "assemble" to be able to pilot it, (and if so, are you trying to make an unassembled ship active?)

do you mean adding components to an already assembled ship? (if so, are they missile launchers, and did you remember to train heavy missiles as well as the launchers ;) ?)
or... is it something else? Kinda vague problem, mate
