To the OP, dont convo him ingame. He is a reseller and he will offer you way less then for how this BPO will sell (which is around 25 billion).
EOS is the only fleet command ship that is actually usefull and will sell in the long run.
Just let the auction finish.

The 21 billion in-game bid has now been retracted. It was not made clear to me that this was a buy-out offer, and the offer has seemingly lapsed.
Therefore the highest bid so far on this EOS (Tech 2) Fleet command ship BPO, already researched to ME3, is 14.1 billion.
