Hmmm... hard to say. Speed-wise it is OK like usual. Agility-wise, feels as slow as a Raven without plates. Dont really feel much difference at all. At least for me.

Gotta love all those PvP setups without any sort of warp scrambler/disruptor.
Of course, there is no "hands down" best Caldari ship.
The Raven is the powerhouse damage dealer (with some nasty EW possibilites), the Scorpion is the state-of-the-art electronic boat with the heavy shields, the cerberus and caracal are lovely mid-range missile boats, the harpy and crow rule small ship combat. I could go on.
So: With all due respect, your question displays a fundemental lack of understanding.
I recommend you fly something cheap and easily replacable, because I think you might die a lot. ------------------------------------------- "Never underestimate the power of language."

I love my little blackbird (or tech 2 equiv). Only Caldari ship I fly. Its a highly situational ship, but loads of fun.
Load it up with anti-gravimetric sensor jammers, an MWD to keep some distance, and three heavy missile launchers loaded with interchangeable damage/defender missiles and youv'e got a ship that can neutralize 90% of the pirates out there who run around in Caldari missile boats.
It won't kill pirates... but it will keep you safe.

raven for damage scorp for ew an ew fleet
moa for missions (take it ya got hybrid and missile up high) caracal for cruiser pvp
merlin for standard frig in all roles crow for inty, (warpin, webbin) harpy for frig fleet's, or slowly takin down bs's
