We see 10 people in local but we couldn't find any, we even try narrowing it as we can with scanners. We resort to belt jumping and only found 1 player in what.. 4hrs?
We are sad.. sad sad sad 
We try reading the other Scanner post on how to locate things, but we kind of get it and kind of not... any one can go indepth for us one more time?
please help with thsi newbie pirate

I keep scanning, and i see a guy, I even pinpointed him down to 60degree at a certain direction
but i have no idea how to get to him, i even searched for the belts at that general direction
Could he be at some deadspace? If he is, how can find it? I hate how i keep seeing the same person on scanner, but no way of getting to him. Or maybe i am hunting at bad spots.
BTW: can people be inside stations and still come up on my scanner?

People parked in Stations show up in local, as well. Have you tried doing a headcount at the system's stations to see how many people are afk/hiding? |

Chances are high they're docked if you can't find them by belt/gate-hopping. If there isn't a station then they're at a planet or moon, or a safe spot. The best thing to do is use scan probes, but since you're new you probably can't yet. So you can set your scanner to a high value and search for them by going to each of the planets and scanning from there.
But once you find them they may be beyond reach without scan probes if they're at a safe spot.

i think i found my problem then :(
Beside safe spot, there isnt really a chance i cant manually track them right?

wouldnt tracking be usless in a system where 10 out of 12 people are docked
because they keep on appearing in scan, and you cant tell which person is afk and which one is actually flying in the scanner
