Do npc's in lvl4 missions warp scramble you?

not sure about warp scramble as i rarely need to escape, but they do web your ship often if they can get close enough

Lost two ships to warp scrambling gits. :) A prophecy and a rifter. Prophecy wasn't entirely my fault as I was dragged into some kind of kill-pit doing a level 4 mission, but the rifter I was stupid enough to engage a bunch of enemy ships that webbed and scrambled me, which caused my transversal to drop shooting me to bits before I could say "bye rifter "

you may be even double warp scrambled or even triple. It depends on little lottery, few ships does warp scramble and they make random are they warp scrambling or not. - my observation is like that

I heard that even when they do scramble, it is only on a 20-30 second timer and then its off for 20-30 secs. Not sure if this is true or not.

If you check the stats on elfartos you can search to see which npcs warp scramble, the % chance of them scrambling and at what strength.
It also shows a duration, so it would appear that they may only scramble you for a set amount of time.

not every NPC who can always will. they usually scramble 2strength.
on the duration thing, i have never seen an NPC stop scrambling till they explode

There are certainly rats that scramble more often than others, though they are all able. I was scrambled by a named bounty hunter in a cruiser once. 
On Caldari missions, I generally expect anything beginning with the name Dire to be able to scram. Those are the ones that have done it to me, most commonly.
