Some people don't really know what sig maker to go to, or perhaps can't afford the prices of some sig makers, so they make a competition asking to have one made for them, giving them a choice of sigs to use. In return, you get ISK. It's not a competition in the same way as graphics communities SOTW or whatever.

By making a competition, we try to help others get richer a bit too. 1 hour of mining kernite in Empire produces about 3M to 5M, I think. Probably nearer to 3M these days.
