Not quite, this may be a complex scheme but you have to think outside the box and delve into human logic. The idea was to create the 'illusion' of a fully realistic and believable protection racket, including 'innocent' parties to enforce that illusion, the downside is it would take considerable time, as stated by some.
Sure you can just go over and threaten someone directly, but then they know YOU, and/or your pirate comrades, they will get some protection in some form or another, either from a combat/pvp corp or invest heavily in their own equipment. Seeing as all this takes LOTS of time, they will take the quickest, most convenient option (even temporarily) and that based on immediate 'need' and hire your services.
If they invest in their corp or other 3rd(4th?) parties, they will most likely shoot on sight or call for immediate backup, either way your gonna get it in the face. Instead of some nameless corp taking the money to wipe the floor with you, why not YOU and your shifty eyed buddies, or (secret)allies thereof, instead!
2 more factors can be addressed here, 1) That you extort just the right amount of cash to let them have growth in mining ability, but not in combat, they will always need some kind of escort as long as your pirate corp is still paying them visits. thus a dependance will form. 2) IF you reinforce the fact that 'you are always there for them' there is a high chance that they will never train high level combat skills, but instead specialise in better mining, which means more money for you and greater dependance. If you adapt the price of your extortion regularly as they grow, ie a percentage of total income, instead of a fixed value, theres no limit on the amount of cash u can eventually gain.
Remember you are also providing a service and once the 'scam' is in place, your protection escort will be around to monitor their mining, that means they can spend a good % of time on extra mining, because of 3 reasons I can think of.
1) Neither of them will have to be in a combat ship, which means more mining ships on hand. 2) They cut down on logistics time, in having to switch between mining/combat ready and back, more time mining. 3) They will take more risk, investing in more miners, haulers and so forth, because the protection is always there, or at least quickly rallied.
This idea was to introduce something that hasnt been done before and workable based on the limited corporate systems of EVE, also remember the POINT of the racket is much the same as RL, you will be targeting a corp/individual that (at least at 1st) doesnt have the direct means to defend against overwhelming pirate onslaught.
Finally, remember that the protection corp really doesnt have to spend that much time actually 'protecting' because the pirate corp will be controlled by you and attacks instigated at set times. U can harrass them, and then subsequently, 'protect' them, as (in)frequently as you like.

Thanks for your support there bud, although I really dont mind if I get both negative and constructive critism, as this page was open for discussion. Points can be refuted, advantages and disadvantages wieghed, with the ultimate outcome of seeing if this is a good, efficient scheme.
