Ok, I need some thoughts for:
A) PVP B) PVE
plus some pros and cons on your statement pls (it is always nice to support what you are saying, not just say it - arguments FTW)

depends, like rails and missiles r both good for PVE and PVP but if u get a fast enough ceptor missiles will hit for little dmg and rails wont b able to track i would go for wot ever u have better skills in and depending on wot ship races you fly.

For NPCing I fit my ferox with 5 heavy launchers to whack cruiser and battleship-sized NPC's and one small railgun for the frigates. I tend to put shield-tanking gear in the med slots with one cap recharger to maintain the tank. Low slows usually take up power diags and a ballistic control unit. Only the tougher NPC's (800k and better) will be able to withstand your dmg, and your shield tank ought to keep you alive without difficulty.
For PvP it depends on your role in the group. Usually a long range setup with railguns tends to be favored for a Ferox, especially if you can fit medium t2 rails. You can fit less rails than launchers, so you will need to tweak your setup. Forget the shield tank in PvP, if you are soloing you should be aligned and ready to warp when the enemy closes in, and in fleet engagements if you get spotted as primary you're as good as dead anyway. -----------------
