well if you are using an active hardner it only gives it full bonus when it is ACTIVE..
with the shield comp skills you do get a passive resist which is nice but to gain the full advantage you need to switch it on.
IE: passive 5% em resistance gives you 5% of the 75% unresisted on base lv5 battle cruiser skill.. this would bring your total resist up to 28.75% em passively
when you active a tech 2 em hardener this gives you a 55% bonus bringing your total resistance to 66.25% em assuming my maths (hangover permitting) is correct.
Obviously 66.25% is better than 28.75% when it comes to damage mitigation.

The shield compensation skills don't apply to activated active hardeners, only to passive hardeners (+5%) and inactive active hardeners (+2%).

ItÆs a little more complicated that that as passive hardeners have 37.5% resistance without the skills. Once you apply the passive skills that gets close to active hardeners. The small drop in resistance could well be worth the cap you save and fitting costs.
Using active harder in passive mode is mostly a waste of time. But using passive hardeners over active can be worth while.

The 5% gain for passive shields is 5% of 37% so it is not all the great. From personal experience the T2 Active Shield hardeners is still much better as the cap usage is so small. The only reason I would use passive shields is for a small ship that needs every ounce of cap.

It's already been said but, the shield skills in question only provide a resistance bonus to active hardners when the active hardners are NOT on. Once you turn on the active hardners you recieve no bonus from the skills. Therefore, the skills are only good for passive hardners and serve no practical purpose on active hardners, as when your cap runs out your shields are pretty much gone anyways., so the 2% bonus is useless.

Don't forget that that's 5% per level. Train up to level 5 and you have hardners of around 46%. Use 40% faction passive mods (easier to find for me since i armor tank) and you have a tank that is as good as an active (50%) for no cap and less fitting. Shiny.
