Some ideas that could create new careers:
Hidden Complexes Have hidden archaeological sites and complexes (ones without beacons) all over eve (but make them really quite rare or none in high sec areas)
This could make archaeology and hacking into full time careers as well as create a career for people who find and mark these complexes. Make the complexes continually respawn and disappear after about a week in one place
"Tweaking" Some science type skills that let you "tweak" modules for extra little attributes. Perhaps could need advanced materials or Talocan/Sleeper and Gurista/Angel components.
Also reverse engineering (something that was apparently tested but not implemented long ago) could produce short run BPC's. Longer times and higher skills needed for Named and T2 items.
Basically when you start to play eve, you can apparently have a career as a scientist. NOT TRUE! Tweaking idea in particular could help noobs add some value to mods whilst they build up skills
Rings and Belts (Radical) changes to mining. (This is starting to deteriorate into radical idea's thread ) .
Basically you have one or two massive belts around the star or rings around planets. Each is split into "sectors". Some sectors are empty and some have little deadspace pirate bolt holes. When you warp into a sector you get the sector to the left and right (so it seems like a continuous belt). As you move into the next sector you drop the sector now 2 behind you and load up the one in front (or just have clipping at a set distance).
This again allows for an Explorer / Hunter career for people hunting for rare roids or victims in belts. (Also makes eve a bit more realistic. Hiding in asteroids etc. Soon as you come out of belt you get highlighted with special mods for picking out victims on scanner)
Bounties Changes When i first started eve, I imagined some people made a career out of just killing other players and collecting the bounties. How about concord add an extra % for every 100 isk of bounty placed on a pirate?
- Or just plain have concord place a bounty for every podding relative to the value of the ship destroyed (so nothing for shuttles, 1mil for a BS?). (Someone suggested this idea on forums a while back) - You could have NPC's place bounties on you when you destroy faction ships in missions. To stop scammers, you can only claim a bounty for killing the same player once a month?

Thought of another couple in the meantime:
*Courrier There must be a market for people who want to move their stuff around without the effort of lugging a badger around. Equally there will be people who are prepared to haul stuff for good cash. Improvements simply to the interface of the player courrier system could make this viable, but there are also some more advanced ideas I had:
Interbus or Omnibus or any of the other NPC transport corps pick up all courrier missions and delivers them in a month. People can then do contract work for Interbus to deliver the stuff faster. Interbus clump stuff going to and from particular stations or systems together and you turn up at the station and say "got any work for me? I'm going to blah". Completion of missions gets you standings which in turn gets you access to some agent style courrier missions with high rewards or equally may mean you get extra bonuses from Interbus
*Escort Services: Interbus or players can attach a certain amount of isk to a particularly important delivery. (Usually any that go through 0.0) You can pick up the contract to escort it. If it gets destroyed you lose a collateral as well as standings with Interbus / NPC corp. Lose too much standing and you can't take such high reward / collateral missions.

already exists, but the payment / work required for some of the jobs offered are unbelievebly crap.

Hidden Complexes: This would be good and wouldn't need any major changes to be made. Wait, what's with hacking and archaeology anyways? 
Tweaking: A mode I'd like is for research to be performed on BPOs to create a new BPO with a bonus added to the item but with massive production costs. Ie: You can choose from a list of bonuses to add to a ship BPO like '5% extra damage to hybrid weapons' which would allow T1 items (after a good period of time) to be about as good as faction ships but with very high (but not T2 high) costs.
Reverse engineering is in development evidence here.
Having solar-system wide belts has been on the drawing board for a while.
Bounties added for every kill would -on the surface- look good but really every macro-killer would have a nice juicy bounty and that could discourage killing them plus a good few people probably blow up some one in 0.5 or above at least once.  --------- "If a tree falls in the forest and no one is around to hear it fall, will it make a sound?"

/me gives dev a little prod on the belts & rings idea
In hidden complexes you'd have some containers or structures that need hacking or archaeology just like in COSMOS - Might make cosmos BPC's a little less Chocolate-Teapot-esque

Black Market Hubs Included in the different types of hidden deadspace can be black market hubs. You can just treat them like normal and kick their asses or if you have the right skills and connections, you can sell drugs, boosters and other illegal goods to them
