Can a Caracal with 5 Heavy Launchers, large shield extender, ect ect, do most level 3 missions without two much of a problem or is a larger ship required?

Technically anything's possible to do in this game.
If you choose your groups carefully you could do it probably but it would take a very long time most probably. You'd have to keep warping out and back in again.

I have been using this setup for lvl3 missions for Carthum Conglomerate with great success:
high: 5 x named assult ml
Mid: 1 x 10mn t2 ab, 1 x t2 medium shield booster, 3 x t2 large shield extenders
low: 1 x t2 ballistic control, 1 x t2 power diagnostic
and 2 light drones (whatever I happen to have picked up off of the kill missions).
Have been able to complete all the lvl3 kill missions I have been given using this setup and bloodclaw lights. Had trouble with one rat in an amarr ship who seemed immune to the bloodclaws, so had to use sabretooths I think.
Also could not complete the Angel Extravaganza bonus lvl ... just could not do enough damage

Uhm well *some* missile skills, yes. But I've been baffled by ickle Caracal powers myself, and I'm not a missile monster.
You should try it, it's fun - and cheap! Just know what to shoot first, possibly at max missile range, and then warp out before that shield is down.
I've done a "Portal To War (2 of 5)" fitted with 5 assault launchers and all med and low full of shield tank, but I would have to agree it's probably not the fastest ship to do Lvl 3 missions that way.
