I dont know how to figure out who is using what, ie do Angels use radar, ladar, etc
Im trying to find out so I can properly equip my ship depending on the rat.
Also, in PvP situations, is each type of snsores race specific, ie does caldari use radar, minmatar use ladar, etc.
Any help would be appreciated.

all rats are in some race. just check market and read their descriptions.
Using their images to real market ones can help u :)

OK, but where do I find out which races use which types of sensors so I know which jammers to use?

Think of it like this:
NPC rats that exist in gallente space use gallente technology.
NPC rats that exist in caldari space use caldari technology.
NPC rats that exist in minmatar space use minmatar technology.
NPC rats that exist in amarr space use amarr technology.
Therefore, all you have to do is visit the market and view the information on any ship of that race. For instance, let's say you are engaging Serpentis npcs. Serpentis pirates are within the Gallente controlled area and thus use gallente technology. You could go to the market and view the information for any gallente ship and notice that their sensor type is Magnetometric. Therefore, you would need an ECM jammer that deals magnetometric jamming strengths.
The reason I'm not giving the answer outright is because I want you to take this new information and apply it as needed to your own experience. Find out what race the NPCs you are engaging belong to and then consider their technology.

OK, that makes more sense to me. Thank you.
Now I have another question, what about 0.0 space? Ive been running around with my corp in my little ferox in Omist. Angels seem to be the main flavor out there but its outside of empire space, so how would I figure out what they use?

Angels exist in minmatar space and, like serpentis, spread out into 0.0 areas. So they still use Minmatar technology. If you ever need specifics of rat damage, rat resistances, and similar visit this website ingame:
