I was wondering, what AF operates best in the room 15-20k for pirating? I want to be able to solo, yet stay at range.

I'd take a Harpy. Since it has a double optimal bonus with AS at level 5, you can use harder hitting ammo and still stay in that range.
I'm bias though, being a Harpy pilot myself :)

Stabber... half the price of an af for a nicely fitted stabber, faster and tougher. Insurable... A smart business decision.
Now if you want to look cool, go grab an assault frig. I'd say an Ishkur is a decent choice because its fairly reasonable and flexible.

an ishkur should work good at range. fit 125mms on it and orbit at 12-15k.

I've not used it much for PvP, but it works fairly well from my limited experience. Toss a 20k scram in a mid, along with a passive em hardner, small sbII, and a AB (or you can switch the web for a cap recharger, or a web), drop 2 Magstab IIs in the lows, and it cranks out pretty solid damage.
It isn't uber by any means, but it can hold it's own fairly decently if you've got good skills.
