Where does it say that it restricts based on class limit? all i can find is mass limits (which effectively takes out Battleships because of that and im sure if you could plate a BC enough it would keep them out as well) and dont use the capital ships as an example because those are exigent circumstances. Well blops got better, with the range change, fuel bay, and requiring less fuel for jumps and stuff. I think its on the list with fixing faction ships.

Even outside of wormholes, there are no roles that this ship can fit into that can't be done by another ship that will (most likely) be much cheaper. If it had a bonus to remote rep range, I can potentially see it being used as logi, but if CCP decides not to give it range, it's going to be pretty much useless.
