So I made a new account a few days ago looking forward to having a new bloodlines guy. I have him made up on an account with the free 2-week trial. My question is that when the 2 week trial is over, will I be able to make payment on him as a P^2 account?

According to the Power of 2 FAQ located here, the answer is no.

I'm still a little confused on the exacts. I *have* an active account, but I made the trial account for bloodlines.
- What types of accounts can take advantage of this offer? Only active subscriptions. Trial accounts cannot take advantage of, nor can they be activated with the P^2 offer. -
Does this mean the account to be used as a P^2 account itself has to be an active account, or that someone ON a trial account can't take advantage of P^2. Then..
- We will be offering a grace period for players that have purchased a second account in preparation for the Bloodlines update. If you created a secondary account after 0000 GMT on Thursday, 23 February, you may 'exchange' that account for a P^2 account. To do so, you must create a P^2 account and file a petition. The GM team will review the petition, transfer character(s) from the secondary account to the new P^2 account, close billing on the secondary account and refund the amount paid. Due to the limitations of the billing system, only accounts created with credit cards can be refunded. -
Does this mean that if I activate the account by March 31st(when the offer ends and after the trial is up) that I will be able to take advantage of the offer with my new account?

No, you must already have a an active account to create a P^2 account.
