Scrams are useless Try an Arazu... Cloak, probe out ratter, warp to within 20km. With a faction scram fit you should be able to point them with no problem at that range (unless ofc they're warp core stab fit). Just remember, in EVE there is pretty much a counter for everything! Would also recommend before you start slinging around stuff like "Learn2PVP", you actually practice what you preach when it comes to learning the game mechanics. I've been playing for 7+ years and I still learn new tricks all the time.

A Keres, Arazu or Proteus are all capable of scramming past 16k. All frigs, elite or otherwise are capable of getting within range and scramming a battleship at a gate before it can MJD.
