What skills to train? What kind of missions to fly?

Social and Connections skills. Get them both up to 2 or 3, higher if you have the skill training time to spare. They'll not only help you increase your standing towards the NPC corp but that higher standing will also allow you access to higher quality agents.

The skills have already been mentioned.
As to which missions to run, my guess would be lvl3 kill missions. Lvl4 kill missions give better standing increases, but they can take a long time to run. Lvl3s can be run very quickly if you can fly a HAC, and it doesn't take long to increase standing.
I have gone up to 6.7 standing with several NPC corps both by running courier and kill missions. Nonetheless, the above is all vague guesswork based on my subjective assessment of how fast I progressed - I didn't keep any records about speed of standing increase.
On the other hand, if you run two accounts simultaneously then running courier missions in safe space while doing something more productive with the other account is always an option.

Forgive my newbness... HAC = Heavy Assualt Crusier/Ship?
If so, this can solo level 3's verses my BS?

Battlecruisers are great for level 3 kill missions.

Connections Connections Connections. Its your friend Training up this sill should quickly push you past lvl 1 and 2 to lvl 3 where you can start running missions that give decent standing increases.
Kill missions vs courerior missions make really no difference, but Kill missions are generaly fun as opposed to AFKing around empire.
Tho if you know your NPC corps agents really well, you can get a setup where your dropoff point starts another haul mission ect ect ect till you return home again allowing you to make silly ammounts of iskies per run. I just shoot stuff, people like me others hate me. Works well =) But thoes Social Skills are a very solid starting point.
