scan resolution is an indicator for your targetting time
the higher your scan resolution the faster you'll lock targets

I thought the lower the scan resolution number the quicker your targetting would be.
I mean if I have a scan resolution of 60 against a ship with signature 40 (frigate) I will target faster than a ship with scan resolution 100 agianst that same ship.
This may have been what you meant. I just need clarification.

if lower scan resolution means quicker lock time, then why do sensor boosters increase it, and sensor dampers decrease it? ;)
as for figuring out locktime, linky has an awnser :o

nope the higher your scan resolution is the faster you lock (for example Tempest has 100 scan resolution and claw 1000 scan resolution)

You're right but it's conterintuitive. It should be the other way around as a higher resolution actually yields a lower mm gap in real life while in eve, your scan resolution is marked in mm, whosing an increase in the accuracy of targetting sensors and therefore indicating a longer lock time. Scan resolution on ships is measured in mm when it should really be measured in 1/mm.
In short, it works the way you said - bigger scan resolution = faster lock times. But it works the opposite way for scanners in reality.

Don't forget that the signature radius of the ship you are trying to lock also comes into play.
