Are these available anywhere? I never see them on the market, and online shops like Naga's (that normally have a really wide selection of T2 stuff) don't even offer them.

Generally, if you look on the market, and they are there (for tech 1 and tech 2 items) but there is no history of buying or selling whatsoever, they aren't in the game yet. Especially in the more populous regions.
Hate to give it a bump, but...

T2 WCS should use 25 CPU, not 30 per T1.

Off Topic:
Your certainly within your rights to do so but this is a perfect example of why the T2 lotto is so broken. One person could concievably buy up all of them and never produce any for sale. I fully believe that some items in EVE should be hard to get, maybe even next to impossible but it should never get to a point that a certain item cannot be purchased at all due to PC hoarding.
