If a player has this skill and possibly a mod he or she could atempt to break into a secure container. The higher the skill the more chance of managing and the faster they can. The corp or person who owns the container should be informed soon as the hacker attempts the hack to give them a chance to reach the container in time. This could add an element of realism as I find it hard to belive that the containers can not be moved, desroyed etc.

They can be destroyed. They have been in the past :)
Hacking into a secure system is totally impossible even now. You think it's gonna get any easier with 20,000 years more effort to improve security?

Miners have enough problems with ore being stolen without making it easier.

Miners who get away from the safety of empire space have no problem with ore theives. And by the way, i would imagine the hacking skill would be one considered hostile by Concord. I can't imagine them allowing your items to be hacked and not let you respond. Hacking will also take time. So if you see someone hacking your container, I'm sure you'd be able to respond with force.

hmm i agree if u make container hacking a hostile offence that concord wont tolerate inside .5 sec it would make peeps think twice before leaving secure cans all over the place and hacking must take at least several minutes and it must also effectively allow the owner of the can to initiate combat with the hacker with no sec status implications unless prospecive thief is podded

If you want to make CCP act on ore thiefs, do following : have a gang with a few friends, have 'm all in industrials, move into noob space and steal all and everything. Keep doing that for a month until ccp responds by making something like :
Attention, be aware of the fact that this container belongs to someone else. Taking anything from its content, will lower your security rating. Do you wish to proceed ? Yes .... Cancel
I know its the worst way, but CCP is kinda deaf. In real life if someone takes your bike from under your nose, you will beat the crap out of him or at least call the cops. But for CCP stealing is allowed.
How bout you and me break into CCP's office and steal a few laptops hmm ?

If you understand this, why are you complaining that ore scavenging is a crime? It isn't. EVE law is not the same as common Earth law, and there's no conceivable reason why it has to be.
