Ok so you need the Corp standing to be equal to the Security level of the system along with the Faction Charters 1per hour, to be able to place a POS up. How about the same standing restriction for Carriers along with the charter tax as well. Perhaps a bit lighter though say maybe 1 charter per day? I like the idea of reward for Corporate standing to a faction. Also to limit the amount of rogue entities coming in to GANK There should be a minium corp member restriction.

Problem becomes the fact that they can dock
your idea is hard to impliment, harder still to enforce
scenario:
Alt scanner in frig scan's your ship on approach to the gate.
Carrier pilot makes the carrier active and undocks warps to the gate, ganks you redocks and changes ships.
Boom, no charter needed.
Its just too hard to do, besides, If someone has earned enough ISK to go around ganking with a carrier in low sec. Good for them. Thats game mechanics.
Want to deal with it? Get a group of buddies together and shoot his ass down... solo cap ships die VERY easily, just takes time.

Suppose but nothing to stop them coding some Carrier boot
to prevent carriers from putting around without paying their dues. Just because there is ways around it now (when it's not even possible) doesn't mean that if it's allowed they couldn't restrict it...

LOL, as a primarily Industrial character quite often the fact is a great many people use larger weapons than I :)

Back on Topic:
All I'm saying is if Faction War is coming, and the possibilty of joining up with Faction military to fight on their side. I'm sure they'd allow a high enough ranking(standings) Pod pilot License to bring in their best ships to aid in the defense..
