Okay I know the formula for figuring ME lvl.
Highest mineral requirement value (from optimium build) divided by 5 rounded up.
Is there a similar way to figure the best PE value or should all BPOs be researched to the same PE lvl?

It's rounded down, not up.
Assuming it works the same as the max ML formula (which... it does), it would be time (in seconds) / 4 * 2. Or just seconds/2.

Thanks for clearing up the error there.
Question: Is that (sec/4)*2 or sec/(4*2)?
Okay so for instance the Cruise Missle Launcher I.
Each run takes 9 minutes 36 seconds or 576 seconds.
Therefore (576/4)*2= 288 or 576/(4*2)= 72 (depending on which is the correct method of calculation.
Assuming it's (sec/4)*2 , because makes more sense, would the optimum PL for that BPO be 288 ?

It uses the order of operations, so you divide by four, then multiply by two.
And yeah, it'd be 288 according to the handy dandy formula AND the number you used. Of course, I forgot to tell you a very important part: It's the PERFECT BUILD TIME / 2, not the base build time. So basically, it's:
(Base build time / 1.25) / 2
That should make a bit more sense. Just realize that half of your research time is devoted to getting the one last second off of the BP. I don't know about you, but a hundred runs of time efficiency research isn't worth a second of build time...

Thanks for the clarification. And yeah I have already noticed the decline with the last 20 lvl of PL only taking a few seconds off of build time of a BPO I was researching on.

This isn't correct. The best build time you can achieve is when Productivity Level = Productivity Modifier.
In this specific instance, it's 120.
For easy calculation, use this spreadsheet.

Please excuse my ignorance but exactly which program do I need to view the referenced spreadsheet?
Alternatively, and preferred, could you just post the "proper" equation for figuring PL.

That's an open document spreadsheet, openable with OpenOffice, similar to MS Office, but free.
