I'm interested though the lack of Level 5 skills definitely reduces value a bit.
I am looking mainly at the Trading and JF capabilities that the character has and not the Recon/BLOPs/Covert Cyno and most of it is at 4 and not 5. Additionally according to the Eveboard (though it has an error about expired key) you do not seem to have any standing to the major trade hub station corporations which would increase the trader value.
