Now seems to be more difficult to tank a belt ( npcs target the bs while miners do their job). Npcs after a small period change the target (so miners have to run) . Did it happen to you ?

In a belt, don't tank them, kill them. Let them hang around long enough and they get smart.
In missions, it's a lot harder. Just prepare to warp out on the really nasty ones in case you get targetted. The tanks can stay and will get the attention again. Easy enough, if you prepare properly. ---

If you kill a spawn when doing a mining op in .0 the respawn might just jump your miners. A BC/BB rat spawn can poof a barge in very short order and will run a mining Apoc into armor pretty fast too.
That is why you tank the spawn and keep it interested. It frees up your miners to do their work. Usually you want to tank CA/BC spawns but now you could tank a solo rat BB spawn just as easy.
If they are changing targets now, this is a problem for .0 mining ops which rely on rats to stay focused on the tanking ship.

Especially since i dont believe we have an AGGRO system in this mmorpg, as we have in some other mmorpgs, where the tank can taunt or or by doing some damage, make enemies switch to them.

I think it makes sense, if a target tanks you for 3 hours, get the hint already, and shoot a target that can't tank.

I would hasten to say there are probably hundreds, if not thousands, in EVE that have never mined in zero space. Care to show me facts to prove to me that EVERYONE has?
My post was not a whine, please re-read. It was an explanation of why target switching would be a new wrinkle and a problem for those that rely on NPCs to focus on one target. Nowhere did I say "OMGWTFCCPFIXASAPTNX" or say it worried me in the least. Actually I think it's perfectly logical for NPCs to switch targets and will certainly make both mining and ratting much more interesting if, IF, its true and not just a random occurrence vs one player (the OP).

erm....or you could just kill everything but a lone frigate and just WTFJAM the thing nonstop. Eventually it will just fly out of range and then you just rejam it when it tries to come back.

My question is for the OP.
Were you shooting at the rats at all, or were you just sitting there chatting while you hold the tank?
If you don't shoot at them, or mine, then they eventually ignore you and switch targets. It's been like that since before RMR. Good, NPC's are far too stupid when it comes to targeting, if all NPC's started switching targets more often you wouldnĘt have the same people chaining complexes over and over....

Nothing stops us from killing whatever comes along BUT if you have ever mined for any period of time in deep 0.0 you know it's easier to have the NPCs agro on a battleship who tanks so that you can bring in the barges and they can mine with relative safety.
As recent as 1 week ago I had no problem with the NPCs keeping focussed on my tanker. Once in a rare while you would be at the edge of a grid in a belt or the spawn would move and retarget, but almost never.
Unless something has changed with the recent bug fix patch perhaps you just got a crazy spawn, it happens.

i must say, the idea that the NPCs shoot the tank forever, never once thinking "ooh look, an easy-to-kill barge" was a bit dumb. you can adapt 
maybe its to make the t2 barges (with extra tankyness) more useful
