The winner of my previous auction apparently "bid" off more than he could chew, so I am starting the auction again. Please bid within your means. 
You can see more info and a couple, somewhat outdated, screenshots of skills, standings, and R&D posted on the previous auction. Check that thread for posts titled "Highlight Notes" describing some of the char's good aspects. I will update the screenshots and link here in the near future.
Auction info:
- Starting Bid: 2 Billion isk
- Minimum bid increase: 50 Million isk
- Reserve: NONE
- Buyout: 4 Billion isk
- Ending: Sunday, Mar 12 at 20:00 EVE time
- Sniper rule: 10 minutes (Auction does not end until there are 10 minutes with no bids, starting at 19:50 EVE time on the ending date. Each bid during the sniper extension adds 10 minutes from the time of that bid. Only previous bidders may bid during a sniper extension, so get at least one bid in before the ending time of 20:00)
Character info:
- 17.7 mil skill points
- Attributes: Int 24, Perc 22, Char 18, Will 20, Mem 22
- Augmentations: Full set of +3 attribute implants
- 280k research points in Minmatar Spaceship Engineering (832 RP/day)
- 0.01 Security Status
- Employment history: In his own 1 man corp since starter corp, now in NPC corp as per transfer rules
- No enemies or in game associations; single owner

EDIT: ok, i supose its minmatar by standings and ship construction skills. Now I'll bid for 1.5Bill, yet I'll need to sell my char 1st.

Changes to the R&D system are on they way. Below is an excerpt from a recent Dev Blog by Oveur. How much do you suppose nearly 300k research points will be worth? Then again, you might just hit the jackpot first! (And still have 200k+ left over to sell )

Sniper rule reminder:
As per the sniper rule, new bidders may enter untill 20:00. After that only those with a bid before 20:00 may bid, so put at least one bid in before the ending time of 20:00 if you want to bid at all.
After 19:50 bidding will continue until there is a 10 minute gap with no bidders.
