Passive Nighthawk or Drake meet those requirements pretty well.
I often tab out to watch video's without worrying about tank after I trim off the mobs agro'ing me.

Rattlesnake if gall/drone skills are sufficient. It was the mainstay of my afk arsenal back when I bothered to mission. |

If you're really lazy you could use a Nighthawk which will omni tank any level 4 mission while putting out a kinetic-bonused 600~650 DPS.
Alternatively, depending on how much ISK you're willing to put into the ship and fit, there are the 5 and 6 launcher Tengus, each with their benefits and downsides. A 5 launcher Tengu is capable of fitting a much more massive tank than a 6 launcher Tengu at an (what most would consider) affordable cost. The 6 launcher Tengu has incredible DPS however suffers from having a weaker tank which can be matched by using a set of crystal implants.
I would definitely recommend a Tengu either way, if not for anything else, do it for the 100+ km range and 35 sensor strength which are a benefit to any lazy missioner. |

Tengu + Crystals + Gist Small Shield booster should p much do the trick.
Or you could roll it oldschool in a dual-Gist CNR. Malcanis' Law: Any proposal justified on the basis that "it will benefit new players" is invariably to the greater advantage of older, richer players.

You're looking for total-afk? then you'd do good in a domi
For Caldari the best I can come up with is:
Raven: 6x Cruise Launcher II w/ FoF's LSB II, Boost amp II, 3x Hardners (I like invuln II, photon, heat for a semi-omni) Cap Recharger II BCU II x2, Cap Flux II x2, PDU Core Defense Capacitor Safeguard x2, CCC x1
Should be cap stable, should do fine tanking most things.
There is also my favorite SNI:
6x Cruise II, Furies 2x Gistii B-type small boosters, Cal. navy Boost amp, Cal Navy invuln, Photon II, Heat II, 100MN AB II, PWNAGE Painter 3x BCU II, DC II Core Defense operational Solidifier, Core Defense Capacitor Safeguard, Warhead Rigor
For sure cap stable, and for sure enough to afk tank if you've got 4/5 of a crystal set w/ a low grade crystal omega...I know this from experience.
