What is a unique login to you?
cos as far as I am concerned its the amount of accounts online at that time, not the amount of people.
How is it any different than my friend living in the same house as me logging on his account and me logging on my account at the same time? To someone who uses two accounts to the same end?

I want to offer my grats to CCP...it's nice to play now, the game seems stable and the lag is at a minimum.  Now I hope they address the player side memory leaks, I still have to log off and back on after about an hour of play because my available memory is only 130 meg left out of 1.5 gig.

While that would be a better measure if you were looking at the question of "most popular game", if you're looking at the question of technically handling a number of simultaneous users, then it doesn't matter if there are 25k individuals or not, the fact is that the server is handling that number of concurrent connections.
And given that over 25k is only impressive within the industry in that technical arena (WoW, unfortunately, wins in the popularity stakes by many millions of users), the measure provided is perfectly adequate.
