If I remember my grammar correctly, "will be declared" is an example of the passive future tense. "May be declared" is the passive future conditional. Just don't expect the triad to be all that passive in return... Life would be so easy if every enemy admiral announced their plans that far in advance... so Ms. Kitawa, can you announce what ships you'll be bringing so we can fit the right racial jammers?
