I love the look and the sound of the Arit cannons but I dont want to be a gimp in the game. I also love drones and want to be mainly drones. Is it possible to use drones and arti/projectiles with gallente race and ships?

Yes it is. You can do anything you want to in Eve as long as you have the ISK and the skills. 
You won't benefit from the Dominix's built in bonuses to hybrid guns, but to hell with that Try it out and see how it works for you.

It's not really a definite job/role in Eve, there are many steps on the way to get to that stage and it is I believe a hard profession, but to answer your question I would join a PvP corporation where you will be taught the art of PvP warfare, as there is a lot to learn.
You will also probably need high skills if you intend on going alone on the bounty hunter path.
I have no direct experience with this though, just what I think you would need.

Of course you can, but most Gallente ships have bonuses for hybrid weapons (blasters and rail guns) and so while you will still get the damage/range bonuses from your skilling up the projectile weapons (and other gun skills) you'll be wasting the ship bonuses, which, when you train the ship levels up, can mean you're leaving some significant bonuses on the table.
If you want to use drones and projectile weapons, why not train Minmatar ships? Some of them have significant drone bays, and most of them have specific bonuses to projectile weapons. And there's no penalty at all for flying another race's ships.
