Looking to get into the pirating side of things, and am wondering is it possible to build a longer range ship that focusses on a more missile based combat then a close range.
After spending a few hours chatting with a PK today getting advice on safe points, warp jammers, webbers etc my original plan of a cov ops ship to bombard people with cruise missiles might not just be a valid idea anymore.
So is it possible to warp jame someone and hang around the 15-20 km mark shooting them with cruise missiles, or is it better to just get up close, jam em' web em and then pod them unless they pay-up?
PS: Any other additional tips would be loved. :)

15-20km is close range in eve. Long range is over 100km.
What so you want to do exactly? If you want to get within 20km, scramble them and spam heavies / cruise / torps then yes, this is very viable.
Look in the ships and modules section for good setups based around this.
Also, about cloaking. It's not really a good offensive type module. It gimps your locking time something chronic and uses a lot of CPU.

grab yourself a caracel (amazing long range support ship)(max range with heavies 90k)
or a ferox (uber tank with good damage)
(some good setups on the forums i would imagine)

I would think a Blackbird with EW equipment, Disruptor, Jammer, maybe splash out on a 20km Web, and Heavy Missiles with drones. 20km is about the longest range you can get in a solo engagement, w/o faction disruptors. Reason being the typical maximum range of a warp disruptor is 20km. The Blackbird might have a bonus but I'm too lazy to check.

90k with heavies!? im sure mine only do about 50km
