Here we go, EVE Browser HTML.
To send evemail, you have to use a html metatag like so:
*A HREF=evemail:Bashier Tarr*Click here to send Bashier an EVEmail*/A* (replace * with <>)
Remember tho, this will only work via the ingame browser. Also, my html is a little clunky, so I may have made a mistake on the tag above, feel free to correct me :)

So there is NO Valid way for a registered user to send eve-mail outside of the game then?

A few people have suggested allowing evemail access outside the game, however that's all the information I have about this. --

Not possible in external browsers. It would need MS / NS to include the protocol with their browsers.
There is a problem that I never managed to overcome with evemail. If your name includes a space the browser will use the special space HTML code so it won't work.
