Well...I have asked myself the same question...well *I* don't want to be an evil Overlord...it sounds like too much work...but I have asked myself the question as to why certain leaders seem to attract followers and others don't. It's been years since I did this so may not remember my thoughts well but here goes.
- You have to be a good tactician/planner/whatever. This won't MAKE you an Evil Overlord...but you have to be good at what you do so others recognize this. There are usually many good tacticians out there but they don't attract people to them.
- As another poster has said...once you are really good you need a 'personality'. It is like teaching. If you look at the really good teachers you had in your life during mandatory education (High School and below) the really good teachers were good teachers AND had a strong personality. It almost doesn't matter what this personality is so long as it is strong. It usually takes the form of 'loveable quirks' and viewpoints.
- You can be an 'evil' Overlord or a 'good' one...it doesn't matter so long as the personality is strong. However, if you go the 'Evil' route you must make the men under your command part of your inner circle. Make fun of that OTHER guy so all your men can smirk and revel in evilness. It is perfectly ok to make fun of men under your command but do so in a non evil way...picking on some 'flaw' that isn't so bad and needling them. It helps if the flaw is actually a strength...(NUELA don't be planning so damn much again...just run screaming into the fight for a change!). Note, this is dangerous and hard because if they sense you are doing this..and people are good at sensing this...you will come across like a pathetic loser.
- You need to be on voice coms in order to project this personality. You need to be talking and talk often and in a way that people like to listen. In other words you need charisma. If you don't have it, like me, you will never be an Evil Overlord but if you do have charisma it still takes work as mentioned in the previous point.
- You must have a good 'radio' voice. If you do not have this, you are boned.
- You must be on often. If you have a job then you can still have that job but you still need to be on often and at a predictable times. This way your horde can do things when you not on but know when you will be.
- You must always take charge when you come online (and so need an alt for when you just want to chill). When you come on THINGS WILL BE DONE. There is PURPOSE when you are online.
- Always remember in games people follow you because they want to. People do things you want because they want to. This is that charisma things again...if you have to force people to do things you won't be an Evil Overlord for long.
- Your men come first. They are always right and you stand by them and defend them.
- However, sometimes your men are wrong. ALWAYS PRAISE IN PUBLIC AND SCOLD IN PRIVATE. If you have to correct behavior, you do so 1 on 1.
- If someone screws up remember and convey to your men that life is like American Football. Sometimes you fumble the ball. That's bad, but it happens. You will get the ball again.
- Evil Overlords need to win. If you lose/fail too many times in a row...well...people don't like losing. However, the occassional bad spell is good for finding who your stronger followers are - the ones who don't desert if things aren't peachy.\

Play the game for a couple years.
Based on reading some unofficial EVE forums and news sites and observing the curious creatures that post there and claim to be human, I can say that it's a major bonus to also be a complete shitter in real life. That way, you can be state supported = available for EVE every hour of every day, every day of every month, and every month of every year. Now, you might think that being a leader of an alliance in EVE actually demands leadership ability or any number of other traits. Don't be fooled.
All you need is time and a revolving door for people willing to deal with both your own ****** personality and everyone in your future space empire's random day-to-day drama for you. When you get robbed, rage and rant for a couple days, then get right back on the horse. After all, you're a warlord. Just remember: Intelligence, wisdom, patience, intuition, charisma, being able to write and vocalize above the level of a pre-schooler - these are all entirely optional traits. |

Step 8: Quash all dissension and consolidate your power. Make an example of anyone who questions your authority... preferably in the most colorful way you can (who says using capitals to gank a lone industrial is overkill?).

Only way would be to be a warlord IRL, get your IRL minions to open accounts and be your alts, Under threat of IRL death they follow you in EVE. Don't have to worry about corp theft or alliance theft shenanigans because you know who they are and where you left them chained to a computer desk.
Make them all run 10 accounts each and use isboxer and your empire can be that much more expansive.

Ah yes, a fellow megalomaniac. Having not yet built my own eternal empire of blood and steel, I can't offer any advice based on practical hands-on experience. Only some of my own broodings on the matter.
- Ponder on what Benny Ohu, ShahFluffers, and Nuela have already said here.
- Read The Technocrat: Leadership Algorhythms by Praxis Astra. This is your intro treatise on the greasy nuts and bolts of forming and managing an organization of EVE players. From there, you can go on to his Neurotechnicon, which is about spying and the meta-game.
- One standout maxim from the mighty Praxis Astra: Expert authority carries the day. Even though EVE groups are structured as dictatorships with the CEO/Executor being able to kick anyone out or end the club itself, expert authority will be the actual means of decision making and implementation 9 times in 10. A corollary: Knowledge of the tiny details of how a game mechanic works can make you or break you in EVE. Flub a detail and you can have a critical disaster. Taking advantage of one can provide huge benefits.
- That's enough hints to a potential rival for one day.
