"Cloaking" seems the way to go for scouting and for doing some nasty things to pirate ships.
But I don't know exactly how usable it will be in the end. So I came up with a few questions to help me decide if the skill "Cloaking device" is worth the ISK and the few minutes I have to spend learning it:
1. Will the cloaking device reduce the speed of my ship even when it's not active?
2. Can I cloak while someone shoots at me (I want to use it instead of WCS when travelling)?
3. Will gangmates be able to see me when I'm cloaked?
4. Can I go to warp while cloaked?
5. Can I jump while cloaked?
6. Will the cloak persist warping / jumping?

1. Your ships speed is reduced when the cloack is active. 2. You cant cloak if you are targeted. 3. I dont think so, but i am not sure 4. Only with covert ops cloak II, But you cant use it on normal ships only on covert ops ships. 5. No you cant.

1. No, only when active
2. No you cannot cloak when locked, get an ECM, break lock then cloak
3.AFAIK no, but i haven't tried this myself, normally i'm the one cloaked so i don't know what my gangmates are seeing.
4.Only with a Covert Ops Cloak II which can only be fitted on Covert Ops Ships (not bombers) and the cloaking recon ships.
5. No, but if you approach a gate to 2500metres whilst cloaked you can decloak and instantly jump.
6. Not entirely sure what you mean, the covert ops cloak will remain on whilst warping and after you come out of warp and no cloaks work whilst jumping.

So a good setup for cloaked operations would be a ship with a cloaking device and ECM - modules?

Each cloak has a speed reduction penalty listed for it, which tells you how much it reduces your speed by.

No. In fact, the moment someone has started to lock you (even if the lock hasn't finished) you can't cloak. My sensor boosted Jag does wonders snagging covert ops ships as they appear on the other side of the gate :).

Only with a Covert Ops Cloak II, which can only be fitted on Covert Ops ships (NOT stealth bombers) and Force Recon ships.

No, but as the decloaking range is 2km and jump range is 2.5km, you can decloak at 2.3km and immedatly jump.

If the cloak allows you to warp cloaked, you will stay cloaked. You can even cloak while in warp.
