Yes, in named system (not just random numbers/letters)
Those systems will also have sentry guns.

There's a little more to it than that. There are some Empire 0.0 systems (such as Egbinger) which has a 0.0 status, yet has sentry guns and is under Minmatar sovereignty. However, there are also named 0.0 systems (Such as Doril) which does not have sentry guns (or sec hits).

I lost 2 ferox (on consecutive saturday nights) while tipsy and fighting in GW...then jumping into egbinger and continuing to fight 
Damn those ebil sentries in empire 0.0!

You only get sec hits in empire space, but you can also get sec hits in non empire if you hit a gate.

Ah okay, it was actually Egbenger I was curious about.

Yes,
Egbinger, Sahkt, to name 2
The system err system is tottaly weird and the number on the top of your screen is rounded so technically egbinger is like a .01-.04 so you get own'd.
