It surely looks like it - although I have not tried it myself. Thre is a character creation tool on this post here and post 12 covers the schooling needed.

Yeah, it's possible - just take the gunnery options and specialize into Lasers... you start off with 303k SP  _________________________________________________________

I would go for advanced gunnery. Small lasers are only useful for a limited amount of time. Targeting 3 will be useful for any ship you choose.

You have to have Small Laser V for any of the Tech II laser skills, as is Gunneryt V. We're talking about getting a weeks worth of free training here.

Overpowered like most of the new bloodlines, but thats what the devs want apparently, give new ppl a little boost.
As an older player I dont really complain, the skill system in EVE has limitations on how far you can specialize with a skill, sooner or later we all reach those caps. While newer players catch up in the fields they choose, older players have more specialized field. Remember when flying a ship you use only like half of all your SP.

the chances of a new player selecting one of these bloodlines is 1 in 3, the chances of them then making good attribute and skill choice on creation are somewhat lower, i sincerley doubt that the new player is in a position to take advantage of this boost the devs have given out, sure many will stumble onto a good choice by accident tho. who is in a position to take advantage of these bloodlines? a Vet creating a new alt
