Reading various posts in the ships and modules forum, I've got the impression that lvl. V does something special other than just add to the bonus for something. E.g. many people write something like "only with x skill at lvl. V will you see a noticeable improvement".
Is there any truth in this?

lvl5 is a prerequisite to allow you to train dreads carriers etc some things mean you have no choice but to train them especially t2

And sometimes those +5% percent pull it over the edge ... because of non-linearity in many aspects you can't say "because of +5% to this certain attribute the ship/fitting works 5% (or a fraction of it) better" ... sometimes a slight improvement percentage wise can cause great impacts gameplay wise. _________________________________________

Same with covert ops skill. With level 4 you have -100cpu on Covops when using covops cloak. On lvl5 - you have normal CPU amount - and this is HUGE increase

in early ships it may nopt seem a big deal getting 5% extra to either shields or armor or ur cap, but u gotta think that that's 5% no mattersize of the number so when u get into battleshis and dreads then 5% of 100 on a frig is different than 5% of 9500 on a battleship by a big amount and is well worth the extra time, plus if ur in a fight with sumone who only has level 4 u know that if ur match for match weapons wise u can take that extra 5% of damage than them

there is no special bonus for Level 5, but as many have said that little extra bit can make a big difference, for example with my crow level 5 propolsion jamming allowed me to run my setup infinatly while at level 4 i could not run everything forever. so in my case level 5 propolsion jamming was a massive benifit.
That being said, for new players i dont advise training that many level 5's right off the start, you will see alot mroe benifit bye only going to level 4 or 3 and training other skills that you need. but once you have all the basic skills you should start brining some of the crucial ones up to level 5. also bye then you will know more or less what skills you need, every players style is different so what skills are important are somewhat different.

If you're at the stage of looking at leveling some skills to 5, it might be smart to start with the basic learning skills (probably in the order Memory, Intelligence, Perception, Willpower and then Charisma if you care), Engineering, Electronics, Gunnery, Missile Launcher Operation, Drones and Spaceship Command. A lot of those Rank 1 skills are not only very useful precursors to later skill development but also drastically improve your ability to outfit and run your ships.
In the medium term it's often best to train to level 5 as you need to for a desired skill or ship. In the long term you'll skill to level 5 to become highly specialized in particular roles of interest.

lvl 5 is is just another level - cruiser 5 gives you one level more of the ship bonus than lvl 4 (5% for many things).
BUT
If you want to fly hacs you need lvl 5, if you want t2 guns you need lvl 5.
So for the things where you need level 5 before you can train another skill it's very impotrant - and there's a lot of them.
For some things like engineering and electronics it is also important, it may only be an extra 5% grid or cpu but if you think putting an RCU will only give you another 10% your getting quite a lot.
If it means you can fit another gun, or a bigger repper - yes it helps a lot.
