I just got an buyout offer on a character I'm selling. I will keep it confidential here what character it is The dude who offered the buyout evemailed me and asked me to send him the character first, and then he would send me the ISK. He told me that these are CCP guidelines.
However, the thing is, I see nowhere these so-called guidelines. I would have thought that he would first send me the ISK, and _then_ I would send him the char?? Because CCP can easily reimburst him with the ISK and take it from me if I turn out to be a scammer (which I'm not btw). However if _he_ turns out to be the scammer, it would be harder for me to get my character, right? Plus, couple of corpmates tell me that he should first send the ISK.
Maybe I'm wrong. Or maybe he's wrong and misunderstood it. Or I did. Who knows. Anyhow, that dude seems like a nice dude . Doubt a such old char as he is is a scammer. But I thought I'd be on the safe side just to be safe.

Lookie here
Scams involving characters are not tolerated, either way you are protected from scamming and you get refunded the transfer fee if you get scammed. Just keep a record of all transactions/conversations and even better if its an auction on the forums, and he has agreed to pay yor buyout once character is transfered.
Transfered characters are visible on the log on screen right after transfer but cannot be activated until after the next downtime. Make sure your buyer is aware of this.
Anyway, you are protected either way, as is the buyer. Its up to yourselves in what order the transfer is performed.

I'll be honest with you here, I have no idea on the official guidelines. However, from my point of view, the buyer is the one who must send the ISK first rather then the other way around.
It's like going to the store, you don't get to leave the store with the merchandise then promise to send the money later. You send the money and then leave with the merchandise.
