"Work you dog!"
The guard lashed the back of the slave with his whip, causing the Minmatar to recoil from its impact. The Vitoc was wearing off and physical coercion was necessary to make the creature work. Pain and pleasure, properly applied, produced pleasing results.
An unhealthy looking red line marked the slave's back where the whip had punished him moments earlier. In spite of the burning pain, he took up the pickaxe he had dropped and began to chip away at the rock again. Chip... Chip... Chip... Each motion took him further away from the danger of the whip. Each stroke granted him a period of grace. Each movement spared him further humiliation and brought him closer to his personal heaven.
Surveying the work stock, the guard could see that their productivity was starting to drop off. Here and there odd slaves twitched as the initial signs of Vitoc withdrawal became apparent. They would still be able to work for a good hour or so before the effects became too pronounced to ignore, he decided. The whips would keep them motivated in the meantime.
Chip... Chip... Chip... The sweat streamed down his face and back. Some of it wept into the whip mark on his back, reviving the painful sensations it created. He worked on. On through the pain in his back and the increasing tightening he felt in his brain as the drug wore off. He kept on chipping û waiting, hoping, praying for them to reward his efforts and bring him his little piece of heaven.
Whipping the slaves was becoming increasingly necessary, but the effects were decreasingly successful. Somewhere at the back of the cavern a slave dropped to his knees and clutched his head, screaming. The sound he made was not quite human and it had a jarring effect. The guard motioned to a subordinate and a horn was set off, signalling that the slaves should stand down so that their injections could be applied.
The Minmatar stood still, the mark on his back aching dully but causing him less pain than his brain at this moment. His right leg twitched, only partly in anticipation. The injection was administered and suddenly everything became fine. The pain in his head was gone. The twitching no longer affected him and his whip mark was more bearable. The Vitoc coursed through his system and he felt... He felt alive. He felt loved and cherished and special. The horn was set off again and he took up the pickaxe once more, happy in the knowledge that he could use it to earn himself a further reward in the future. He worked on. On through the bliss, the tranquillity and the quite exquisite ecstasy. He had a purpose. He knew what he had to do. He was special and his master would reward him for that.
Chip... Chip... Chip...
Pain and pleasure, properly applied, produce pleasing results.

Good... alhtough Vitoc is not over used on manual labor slaves... more on the ones that do finer work iirc.

Yes, you're right - it's one of the things mentioned in the Chronicle on Vitoc, which I read as part of my research prior to writing this. You could say I used an element of artistic license in that regard.
However, the Theodicy novella also talks about the use of Glaive-collars, which inject slaves with certain chemicals. I decided to make use of that idea (to some extent) for this story.

Shows a twisted innovation on the part of the Amarr too.
