Who is this guy and can we kill him? He has a bounty of over 1 bil and has been in his corp for over 34 years.
And also there is this... Linkage

There was a chance to kill him when he stole the gallente titan a couple months back.

he is out there somewhere last seen around fountain (north-west) terrorising the local alliances & other space-faring folk. Rumoured to fly a rather big ship so you may need friends if you want to claim that bounty :)

I think you might find him a bit elusive.
If you ever did track down and kill him, you would probably be quite famous as a result. And pretty rich too.

Is he NPC controlled? Or some grandmaster dev with a God complex?

He was an event team controlled character flying a titan in some event a little while ago. He may appear again though, giving people another chance to claim that bounty.

He's just a n00b with a self-made bounty.

Most of the major npc characters are played by a variety of members of the events team for events and the like, Most of the events team are a tad rusty at PVP, so it wouldn't be as hard as you expect to take down some, just ask some of the eve radio's n00b army that took down a serpentis dread a few months back.

well what is it? ...
Is he head of an NPC or a team of devs waiting to one day unload their BLAMO weapon?
He obviously has to log in/out like any of us do, and when he does can he use magic GM and dev powers to be anywhere at anytime... or can we locate him and all pounce on him?
Not that I want to try and catch him... I'm sure 100 Serpentis rats would spawn right next to him.

a while ago, there was an aurora event (aurora are ISD who organise the big fiction events you see on the news) in which sarpati and a bunch of serpentis guys stole a gallente empire titan (the solteur), which ****ed the federation off royally (unsurprisingly). they set a bounty of 1bil to his head.
he is not a player, is only controlled by aurora members, and then only during the events that specifically involve him. your chances of bumping into him are tiny, your chances of killing him smaller

Yeah, I remember the 200 whining posts after that event...
"Why didnt they do the event in empire?"
"I got killed in 0.0 during the event"
and my favourite "Why did players ruin the event by siding with the Serpentis?" -------------------------

Yea, actually without us the event would have been a boring waste of time, just a bunch of carebears shooting a titan, holding hands and singing campfire songs

An aniversary event which excluded about 80% of paying customers, anounced at extremely short notice, thats why people were hacked off.
People that were there proclaimed it the best thing ever, shame we couldn't have had some sort of storyline leading up to it so more people that didn't happen to base in 0.0 had time to prepare to participate.
Those that tried to rush in there simpley got pasted by asshats camping the chokes.
Considering the celebrations of the year before, the story with it and all the rest, it was pretty poor... why people vented.
I would have been hacked off if it myself had been on any other night but friday, id allready got one foot out the door when i started to hear about it happening. ______ Long ago one gorgeous night, we let the stars grow free. We let Zhuge do that once, he came back carrying a traffic cone, a forsale sign and three empty bottles of dutch lager. He also lost his Zimmer Frame... - Imaran

Most of the replies to this thread are correct, Salvador Sarpati is the NPC CEO of the Serpentis Corporation. There is an Aurora event arc attached to the Serpentis Corp ongoing, and the big man himself does make appearances.
Generally, named prime fiction characters are played by senior Aurora members or Developers, so you may be in for a bit of a surprise if you do run across him in an event.
To claim the bounty, what would you need? Big ships, many friends and to paraphrase Neo, "Guns. Lots of guns."

You'd expect a titan robbery a little announced event
Anyways, to the point, these events add flavour to the game, wether you happen to participate or not, simply because you know the world's more alive than without them. And don't say 80% of the customers blah blah slap in the face bleh bleh(I know you didn't say that exactly, but the tone was similar), if they hadn't made it you would've complained about ccp not making enough events. Do you complain to your local authorities when you happen to lose a public concert too? you're a contributor as well aren't you?

Theres too much blob content.. there should be an event arc where Salvador Sarpati is discovered smuggling in empire in an UBER fast Interceptor and a call goes out to veryone in that region to be on the lookout for him as he runs back into Serpentis territory...
give the interceptor pilots something to do.

Give Interceptor pilots something to do? Are you implying they're bored?
I can't see how as they are the single most annoying (and I say that in a good way) ship in 0.0 space. Inty pilots are always in demand in 0.0.
so if you're an inty pilot, and you're bored, sign on with a 0.0 corp/alliance! They'll put you to work.

Inferences?
Well i did say a rolling storyline leading up to....and gave perfectly reasonable valid reasons why... (all completely ignored)
Think about it, it doesn't have to be totaly 'omg titain getting stolen on friday night', be there or be square or whatever...... there could have been a suggestive storyline though, much along the lines of the first one... nobody knew exactly what was going to happen, but it worked.....
And no, like i said, hardly little, the lst year aniversary was top billing, 2nd year aniversary wasn't..
Answering the post before, i gave reasons why.
And no not slap in the face, it was just anoying at the time how so many of the eve 24/7 brigade said how wonderfull it all was.. please do this all again for us, best ever... while so many people couldn't have a hope of being part of it...
Everybody contributes to eve in their own way, a celebration is reward for everybodys efforts in keeping eve alive and kicking.

He is the frickin' CEO, ofcourse he doesn't come out in an interceptor or such. No self respecting leader of eb1ldoers would lower himself to such a level, tsk tsk.
Serpentis surely has enough minions to do the actual smuggling, Sarpati is the puppetmaster that controls them.
I agree that not all events have to be on such a massive scale to be fun for players, though. But the event-team's time is probably limited, so the large scale events might be done with a "making as many people as possible happy" idea in mind? Just a guess really, but it would make sense.
One thing that might open a can of worms is the recent "allying" of npc factions with player factions though. (But that wasnt the subject of this thread)

what if it was a pimped out interceptor with more high slot than a jove frigate and more speed than a drug cartel? i mean, he could probably call up his piwat friends and go "hey tobias, stop getting podded like a noob and make me some 720 shield for 10 capacitor every second small shield boosters!"

Since the last serpentis event was their grand admiral asking us to mine scordite in YZ-LQL, I wouldn't be surprised if thats whats coming up next...
