So according to the original post, if a pirate in a frig blows up an afk carrier or mothership, he has to pay several hundred mil??

lol, people would be competing not to get the final blow on the kill mail 
seriously though, take a look at the other ideas on here, some are a bit more workable. though i personaly disagree with peanalising PvPers when it comes to insurance. i dont want it and i dont wish it on the pirates either.
Because sometimes you just have to go back to your roots:

to my knowledge the only insurance thing that has to chance is the insurance for a HAC. You pay around 300 mil for the cruiser and only get the insurance of a normal cruiser in payout which is around 8 mil ? Come'on scale the insurance to the price you bought for the craft. The cost for a full insurance might be 100 mil but at least you would have a payout of 300 mil.

1. the t2 insurance imbalance is intended, i think
2. if you ask me, insurance has no problems right now. its designed to take the biggest risk out, which is that youre completley broke after losing a ship, but you still lose some money. its not suppsoed to mimic rl insurance or make a punishment to people who die/gank a lot

i'm skill trained for pvp too, but i'm not interesting in it...
PvP has existed in eve sicne it was released, and its PCU and active accounts keep rising. most people dont quit because of the pvp.
