Basically how do the work? what are there effects on other ships?

Tracking disruptors:
Target enemy. Activate module. Enemys tracking is disrupted.....
which is a fancy way of saying their guns wont have so much of a chance of hitting you.

Sensor dampners:
Target enemy. Activate module. Enemys sensors are dampened....
which is a fancy way of saying their sensor 1) dont lock you so fast and 2) have a shorter range.

Sensor dampeners reduce the lock time, and the max targeting range of the ship you use them on.
Tracking disruptors reduce the tracking speed, and the optimal range of the target's guns. They have no effect on missles of course.

Just out of interest, how many tracking disruptors would it take to render a bs not to hit you up close (10km). I'm thinking mega with blasters here.

depends what ship your in and what speed your going.
I saw Evil Weevil (corp mate) use 2 tracking disruptors (tech 2) on another corpmates blasterthron and render it mostly harmless...although the ship he was using at the time had a bonus to them, I think it was a Curse.
Looked like he still took some damage occasionally, but he was webbed
