Still a newbie here and I am kind of afraid that I am making a mistake. What is the best race and ship for pirating/pvp? I come from a WoW background so I am sure I see things in a min/max way but I am sure that certain ships are better than others.

Doesn't quite work like that, race doesn't matter. The different races ships work and are designed for different types of weapons though like Gallente/Hybrid weapons/drones and Caldari/Missiles. As for the other races I have no idea because I have never flown em or been interested in them. One thing for sure is your pirate ship should be one you can afford to loose over and over over and over til you know what you are doing.

It doesn't make a difference. All races have equally viable ships for PVP at any level.
Missiles hurt, lasers hurt, drones hurt, projectile weapons hurt and hybrids hurt. Take your pick :)
In short: Cry me a river, build a bridge, and get over it.

Eve is pretty well balanced ( a lot more so than wow, or any other mmog for that matter) As such there is a lot of "the grass is greener" feeling for a newbiew. There are a lot of different ships with different set ups. Solo, long range, short range, gang support etc. What kind of ships your ship is fitted to fight is also important. You might have a ship that can take out biger ships, but would have trouble with small ones, or vise versa.
So, just look at what race's ships do what, decide what you like more, and go with it. One is as good as another really. Oh, and remember, frigate vs battle ship is not the same as lvl 5 warrior compared to lvl 60. They are simply different designed to do different things.

Alot of pirates use thorax they are really good at damage dealing and u can get a pretty good tank with one. But it all depends on what race u start out with and wanna use.

This isn't wow. Elite EQ doesn't always define how you perform. Most everything in EVE is balanced good because of the skillpoint diffrence a lot of new players face. So yeah, all the classes have good advantages and good disadvantages. It's all about the tactics and knowledge of your setup/ship/opponent. So in other words, it's like we're all like naked rogues like on wow. Except we get to switch to clothes to fit the moment as well have many sets.
I think Amarr is the best to go with. I use to think Minmatar but I only say Amarr because it's more self sufficiant than Minmatar hehe.

The best pirate ship is mine.
Seriously though I'd train caldari atm, it seems to have alot of options that suit the job. You'll finish up with Raven for sheer damage output or Scorp for tackling / ransoming.

Yeah, all the races are good in their own way. I like Caldari myself, simply because they're the most flexible as far as range goes. A missle hits just as well at 1 kilometer as it does at 100 kilometers, where as all the other types of weapons except drones require you to stay at a certain distance for max damage. That said, missiles also cost the most in ammo, where as, say, lasers don't even use ammo, so they're cheaper to use. At low levels, you won't notice the ammo draining your cash, but once you get up to torp and/or tech 2 ammo, it starts to get really painful.

As an ebil piwate you want to pin your victim down while bbqing them.
I suggest any race's top cruiser fitted for close range, maximum damage, and with warp scrambler, webbers, and a jammer. That way your victim will be pinned down and unable to shoot back while you bbq them. -----------------------------------------------

for you right now, considering your likely amount of money and skills, these ships would probably be a good idea to look into for piracy and PvP:
Incursus (Gallente) Tristan (Gallente) Merlin (Caldari) Kestrel (Caldari) Slasher (Minmatar) Rifter (Minmatar) Executioner (Amarr) Punisher (Amarr)
Some are more expensive than the others, but lack power for speed - the others have more power but are slower (especially the Punisher ). Pick something that you can afford to lose, fit it out with at least an afterburner and 20km warp disruptor, and go hunting; expect to lose it though.
For the longer-term, a Thorax, Vexor, Caracal, Moa, Omen, Maller, Stabber, or Rupture will be good. I'm throwing out a lot of ship names here because I can't exactly see what race you are (gotta love the ), but in general the top ship or two from each race can do some damage. Just remember to specialize in that race to max out your damage dealing ability, which equates to survival and success in killing people .

Those frigates seem pretty good, however there is no way i'd ever reccomment the slasher to anyone who wants it for more than a fast shuttle. Imo the best t1 frig out there is the punisher, with good amarr frigate skills it is a tough nut to *****, enabling it to take on much bigger ships (as long as they dont use nos/ew/precision missile I can easily take down BCs with em).
In terms of the cruisers, out of the ones suggested I (personally) would only reccommend: Thorax, Vexor, Omen, Maller, Stabber, or Rupture. I am not a big fan of Caldari ships for pirating. The shield tanks means you cant use the midslots for scrambling/webbing, and they tend to be too slow to really be effective at locking down targets. My favourite cruiser atm is the vexor, however you ideally need drone interfacing lvl 5 to fly that effectively (imo) so that may be a long term goal for you.
One more thing: with a couple of exceptions, NEVER fit a 20km scrambler on a t2 frigate. It'll drain your capacitor in a few cycles and leave you dead in the water.

Lots of advice here most of it solid. But the fact is the best ship for pirating is the one you are flying. Take advantage of any bonuses and slots you have available and fight with it.
If you are looking for advantages my first suggestion is get friends and work as a team. I guess secondly you want to think about how you want to fight Tiller mentioned the missiles/caladari route which I agree with missiles are hard to defend agaist. Next after missiles I would take a strong look at drones which are also effective for pvp. Pick a form of attack that appeals to you and train for that and find the ship that fits it.
I mentioned flying in a team before. This makes your ship selection much less critical since you can 'share' slots. Each person can do one thing like one guy web, one scramble and 2 damage.

If you like unpredictable, highly versatile and fast ships go for minmatar. Even though in most cases they are not as durable or damaging as some other races' ships you can do some crazy things with them. The other downside is minmatar ships require higher sp level to make them as effective as others (but I could be wrong there).
Jaguar quite possibly makes the best pirating assault frigate (t2 rifter). Stabber and Vagabond are also great if you like to rely on speed. Rupture is a powerful ship even with low sp and is good to train on. Tempest is the best sniping battleship and you can do some interesting things with Typhoon.
Combination of speed, changing damage types, nature of projectiles themselves and enormous variety of fittings can be very rewarding if used properly.
