First of all, I love my Carrier. 
Yes, a Carrier can launch as many drones as it can fighters. Not at the same time, but instead of fighters.
The bugs I've seen are these: 1> If you are docked, and put a ship into the ship maint array, you will get a black screen on redocking. Happens every time, and only then.
2> If you change ships in space - for example I will rat with my Carrier, then change to a hauler to hold the loot, then back to the Carrier - you will lose all the modules on the Carrier. Doesn't happen right away all the time, but it will happen. The first symptom will be when you use a mod, such as a Tractor, and it works but no icon appears on the target. You have to exit EVE and delete your eve\cache\MachoNet folder to get them back. Sometimes you have to delete more than once....donno what's up with that.
3> The corp hanagar arrar will not let you see what's in in when you access it when docked. Putting items into the corp hangar will not do the 'partial move to fill up bay' option that you get for any other large move to a cargo hold not able to hold the full amount.
4> Fighters can be 'lost' on disconnect as described, but I've also had them return after a disconnect, so I'm not sure what's up with that. I have taken to bookmarking the spot I return to after a disconnect, just in case the fighter wind up stranded there. And I tend to pull them in instead of warping around the system with them.
5> When assigned to a gang member, they don't seem to be able to view the damage the Fighters are taking properly. I've had gang mates tell me they have the fighters locked and that they are fine, yet they return to me with all armor gone and in structure. That's quite serious, because since I cannot monitor their health while they are in Distant Space (another bug) I cannot recall them when they are hurt.
6> The Fighters return to dock at normal speed. They need to use the MWD to get close. If I kill something at 100k+ out, I got quite a long wait for them to return.
7> You cannot store a ship into the Ship Maintance bay while it has cargo in it, but you can scoop a ship from space with cargo. Donno which is a bug, but I'm really hoping its the 'cannot store with cargo' one. I can fit 2 Iteron 3's full of loot/fuel, or an Iteron V with room for a few other ships, and that is really nice - expecially since I live where I cannot mine ice for fuel.
8> I had someone lock me and transfer shields, and my Fighters interpeted that as an attack and went after them. Luckily I was quick with the recall. I don't do repairs now with Fighters loose.
The issues of balance may need to be addressed for the Minnie carrier, but as far as I'm concerned the rest is fine. Of course, I do fly Gallente.
Ship Maint Bay size at 500k is acceptable. True, it does limit you to moving Cruisers or Frigs, but the purpose is to provide replacement ships in battle, not to import a Fleet.
A mobile refitting station is wonderful. I habitually carry Probes, Launchers and spare Cyno fields. Not to mention things like being able to have BS support fit for travel, then be able to refit to tank when they arrive at the operations system.
Dont put guns on a Carrier!
CCP, please tell us what Drone Skills can help Fighters. Nothing seems to help Fighters, but I've heard rumors that some mods (Omnidirectional Tracking Link?) can help. But I need a definitive answer before I waste time on drone skills that don't apply.
Oh...and make Drone Control Units into Fighter Control Units, limit to Carrier only, and release the Advanced Drone Interfacing skill!
