Speaking purely personally, I have a lot of respect for RUS and hope that friendly relations can be maintained indefinitely. While they were not hostile in any way, they found our presence, well, uncomfortable. Allowing one RUS member to chain NPC's may seem harmless. But soon he'll go there with some friends, and soon they will start mining bistot. And at that time SA forces will be there to fight them, and war will rage in Venal again. While you'll not be in the war, your members will find themself in the middle of a battlefield. And that is the problem you may face in the future. And so does all open regions.
