I am thinking about doing some low sec pvp/pirating but want to be able to access empire so looking to keep the balance?
I know you get a security positive every 20 minutes, but if you jump systems does it make it any quicker? Also I have been told fask talk helps?
Any and all help greatly appreciated.

Go tag ratting. You can do it in a stealth bomber, which is nice, since you can also go AFK a lot if you want. Alternatively spend some isk to obtain the tags that another ratted for already.
Once you have the tags, and some isk, you can get yourself back to normal sec by taking them to a Concord/DED station and handing them in at a security office.

Well the quickest way is unarguably to just buy the tags at a hub and take them to lowsec. Zappity's Adventures for a taste of lowsec. |

Though some of the low sec stations where you can hand them in already have the tags there ready for you to purchase. You'll pay a premium price for those though  |

You can attack the pods too if they give you a limited engagement (for example, if they have their drones on aggressive, once you illegally attack their ship, their drones will legally attack you. This makes your future attack on their pod legal).
I still find the most effective way to gain sec (if you do not intend to burn ISK on tags) is just blitzing L4s in highsec, declining any mission that isn't against a pirate faction. Pretty much every 5 minutes you will get a +sec status tick from a battleship kill, and these do add up fast. If you are already banned from highsec entirely, however, you will need to do the clone soldier ratting approach, or spend some time as a nullbear. https://forums.eveonline.com/default.aspx?g=posts&t=238931 - an idea for a new form of hybrid PVE/PVP content. The other side effect is that if you are attacked on a gate or station and you are above -5.0, you will receive assistance from the gate and station guns. Those things sell like hotcakes and will more than cover what you spent. I forget the exact system nearest Jita, so stop at Tasti along the way. You can also get quite a bit of sec buff by just farming the green combat warp-to's; they tend to be (slightly) easier than l4's, can drop some nice swag, and you don't have to scan them down.
If you are doing them in low or null, best keep an eye on local....sometimes Shenanigans(tm) occur...:) Everything in EVE is a trap. And if it isn't, it's your job to make it a trap...:)

Those are worthwhile in (IIRC) 0.3 or lower where you start seeing a good number of battleship rats. You really want to pop at least one BS per 5 minute standings tick, as you only get sec status for your best single rat kill in any 5 minute period.
