How essential is the 10% dmg/hp per level of skill to using drones? Like if I were to fit a ship without the drone bonus but large drone bay, would it be even worth it?

Always use drones if you can.
They are Free DPS/Webbing/targetpainting/repping etc
PRoposal to fix blobbing and make Charisma useful.

im saying for a drone based ship, how essential is the drone mod to designating one a "Drone ship"

it all depends, ishkur does fine without the bonus but thats at a frig level.
but at the cruiser level only hsip that could even use drones effectively is the rax but the vexor or arb are much better at the nos/drone thing.
phoon can sorta do it with siege/nos/drone combo
The only good fix is a DEAD fix |

This is just an abstraction. In reality this is +1 drone controlled/level.

And Ishkur example wont work here because it's drone bay bonus effectively works as bonus to number of drones it can control. For example at lvl1 it has 25m3, which is 2 meds + 1 light, and at lvl5 it is 45m3, which is 4 meds+1 light. Well you still can control 5 lights but damage is still increased per level, as you replace one light with med at each new level.
Remember that is was never CCP's intention to nerf drones when they decided to make them max 5 controlled. Only reason for this was to reduce lag. So these bonuses are sacred and should not be touched.
