I'm sure this has been asked many times over, please pardon my bringing it up again, but I'm about at wits end here.
Essentially, here is my 'problem'. I'm doing L2 missions with an agent with a -18 rating. I have a 3.80 (roughly) rating with him and I continue to improve on that rating by running more missions. There doesn't seem to be any other agents with better (-18 - -15) agents available to me. I dock at various places and there are L2 agents with 2, 5, 8 ratings and such, but they aren't available to me. What must I do to unlock those agents and be able to use them?

To use an agent, your standing with their corporation or faction must be at least (level - 1) * 2 + (quality * 0.05). Your standing with another agent has nothing to do with it.

Pick a corp you wish to run missions for and stick with that corp if you want to continue to semi-quickly move up the mission levels. Check the info on the agent you are at 3.8 with. Find the corporation he works for and click the blue info icon next to it. Then on the corp info, find the agent tab (my info window reduces the tab to just "age") and click that. This will give you a list of all the different departments in that corp, ie security, surveillance, command, etc. Check each department by clicking the department name to maximize the agent listing for that dept. There will be a break in the agent list between available and unavailable. Everyone above the unavailable line are agents you can run missions for. They will show the level and quality. of each agent.
Every mission you run raises the standing with that agent and some small amount with the corporation that agent works for. Storyline missions raise both of those as well as a faction standing as well. In my case, my main mission faction is Caldari, corp is caldari navy. A high caldari navy copr standing allows me to run missions for appropriate agents in the caldari navy corp. A high caldari faction standing allows me to run mission for appropriate agents in any corporation in the caldari faction. A high faction with a single agent has no affect on using other agents. This is why you pick a corp you want to work for. Standing with one corp does not allow you to run missions for another corp and only storyline missions affect faction standing.
When you look at the agent listing under a corporation, click on one that is listed unavailable to you. At the bottom of one of the tabs on the agents personal window (i think the info tab) there will be a stat that reads something like "standing required for this agent" or something similar. This will show you the standing you have to have in either that agents faction or corporation to run missions for that agent. Then check your current standing with those and you will see the goal you must work for to make that agent available to you.
Also, if you have not trained social to 3 and then trained a couple points in connections, it is extremely worth it as it raises your effective standing with all faction/corp/agents and unlocks a bunch more agents.
I am still fairly new to the game, but i am fairly certain that the above info is completely accurate.
