This must have been asked a million times but can't open eve-search atm. So be so kind to tell me what is needed to have perfect refining skills (ore and loot).

Firstly, you can't get 100% refine on a 30%-base station or at a POS.
Ores : Refining 5, Refinery Efficiency 3+, Processing 2+
Loots : Refining 5, Refinery Efficiency 5, Scrap Metal Processing 1+

6.6666666..., or 6.67 to negate the 5% tax the stations take.
That must be in Standing toward the (NPC) corporation owning the station, not in Faction Standing, and the more you have the less you get taxed ...
I had 3.9, and was taxed something like 2.945% last time I refined far from my "home" station ...

How much extra profit do you get with a perfect refining skills as opposed to someone that just sells the ore outright?
Take an educated guess - I realize an exact figure can't be achieved.

Well, I mine for my personnal productions (and some ships I sell at Platinum Insurance prices), I needed those Processing skills for the Tech 2 crystals that I use with my Modulated Deep Core Miner IIs ... the perfect refine is a side effect for me 
I'd say something like 10%, maybe more, I've never really paid attention to that ...

I did that once with a good amount of ore for sale in oursuleart.
I bought it at a fairly decent price (a little over average) and had about 20% sale profit.
off course this all depends on your skills as well as a lucrative market deal.
(never bothered again as there just wasn't enough ore to be bought to be effective for me)

Refining Efficiency lv2
Veldspar Processing lv 3
Scordite Processing lv 3
Pyroxeres Processing lv3
I get 0 Waste when refining Veld, Scord or Pyro. I only lose Minerals to Tax, which is very low because of my high Amarr Navy standing ^_^

Assuming that the ore gets valued at the level of no processing skills the difference is that the no skills character gets 87,5% of the perfect skills 100% - at the 50% stations.
And whether that price assumption holds up... No clue.
